Shell32.lib should have a function 'SHGetFolderPath'

I found the export in shfolder; would be nice if it was in a standard
place?

And not so terribly long ago, that same institution had that function
sit in a different library: shfolder.lib. So it is in "a" standard
place. It's just not in the one that Microsoft deems to call "standard"
this particular week.
